The head of American diplomacy believes that both sides will have to make concessions. He did not specify a timeline for when the fighting might end.
"These are complex issues. I cannot define a timeframe, except to say that whenever you end a conflict between two sides, neither of which can achieve its maximum goals, each side will have to give up something," Rubio stated.
He did not clarify what specific concession Ukraine would make.
"We are not going to get ahead of ourselves by discussing negotiations. Dialogue of this level, with such stakes, is best conducted through diplomatic means rather than in public forums," the Secretary of State noted.
Rubio emphasized that it is Moscow that unprovokedly attacked Ukraine.
"Russia is the aggressor in this conflict, but this war must come to an end," he concluded.
