The Cabinet has appointed Smilyansky as the commissioner for customs reform, according to Shmyhal.

The Cabinet of Ministers has appointed Igor Smilyansky, the CEO of JSC "Ukrposhta," as the government representative for customs reform, announced Prime Minister Denys Shmyhal.

The Cabinet of Ministers has appointed the CEO of JSC "Ukrposhta," Igor Smilyansky, as the government commissioner for customs reform, announced Prime Minister Denis Shmyhal.

"We are introducing the position of government commissioner for customs reform, who will coordinate the customs reform. This will be Igor Smilyansky. We are also establishing a coordinating working group," Shmyhal said at a government meeting on Tuesday.

According to the Prime Minister, a wide range of tasks have been assigned to the commissioner and the working group: synchronization with the European Union, modernization of infrastructure, implementation of a risk-oriented system, and digitalization.

As reported by Cabinet representative in the Verkhovna Rada Taras Melnychuk on his Telegram channel, the government commissioner for customs reform is designated as the person responsible for organizing the customs reform process.

It is noted that he is appointed and dismissed by the Cabinet upon the Prime Minister's recommendation.

The government's commissioner is expected to prepare proposals for customs reform as part of the implementation of the National Revenue Strategy until 2030; prepare proposals for activities related to involving civil society institutions in the formation and implementation of state customs policy, collaborating with such institutions, and facilitating cooperation between them and executive authorities; initiate the adoption of regulatory acts on issues within his competence and propose amendments to them; develop draft regulatory acts on matters related to his competence and present corresponding proposals to the main developer and the government; participate in cooperation with international organizations in forming and implementing customs policy and executing relevant recommendations from international organizations on customs issues.

The government also announced that Smilyansky has been appointed to the position effective December 4, 2024, on a voluntary basis.
