ARMA intends to transfer 18,000 wagons to Ukrzaliznytsia, but an expert has warned about potential risks involved in this decision.

The National Agency for the Detection, Search, and Management of Assets Obtained from Corruption and Other Crimes (ARMA) plans to transfer control of 18,000 seized railway cars that were previously owned by Russia and Belarus. However, Vladimir Gusak, the General Director of the Transport Employers Federation, cautioned in a comment to UNIAN that this decision could have significant repercussions for "Ukrzaliznytsia" and the overall economy of Ukraine.
АРМА намерена передать 18 тыс. вагонов "Укрзалізниці", но эксперт предостерегает о возможных рисках.

The expert emphasized that these cars are currently being actively used to support Ukraine's economy. They generate revenue for the state through "Ukrzaliznytsia," which ultimately helps maintain the functioning of the country's transportation system.

"Currently, these cars are utilized for the benefit of Ukraine's economy. They contribute to Ukraine's economy and bring income to "Ukrzaliznytsia," and consequently to the state, amounting to 3 billion UAH per year," clarified Husak.

He also warned that transferring the cars to external management poses a risk of abuse. If another company colludes with the previous owners, Ukraine could lose control over these assets.

"Therefore, we believe that ARMA is approaching this matter in a purely formal manner. It should appeal to the Cabinet of Ministers to develop a mechanism for transferring these cars to "Ukrzaliznytsia" without a tender. There should be no unclear firms involved. This is a significant risk! And it is crucial for "Ukrzaliznytsia" and the economy of Ukraine," Husak concluded.
