"In short, there are no people. To address the issue of those remaining in Ukraine, specifically to integrate them into the labor market, we need to initiate the economic reservation process, as well as restore critical reservation, which is currently suspended, and make reservation via Diya possible based on criticality. Businesses believe it is essential to establish the economic reservation procedure," noted Anna Derevyanko.
In her view, the mechanism of economic reservation should incorporate a certain element of fairness. "I believe that finding such fairness is only possible through communication, where, for instance, the military and business can listen to each other. And I hope that we have at least managed to hear each other; I mean the Ministry of Defense and the European Business Association, we will work on establishing this dialogue," says the expert.
As Anna Derevyanko points out, discussions regarding economic reservation are ongoing, but there is a need to find a compromise mechanism that will satisfy all involved parties.
"We understand the needs for military reserves, but the rear is also essential to generate income for the state, to ensure institutions function, so that the Armed Forces of Ukraine can receive funding. Moreover, what we hear about 'busification' or other stories related to TCC, VLK, does not contribute to mobilization policy. Corporate culture needs to change, meaning there should be more respect for people, in my opinion, because if we provoke fear and hatred, it will never ensure an effective mobilization policy. Economic reservation should push the labor market situation towards a certain resolution," emphasized the Executive Director of EBA.
We remind that companies wishing to reserve employees must meet two mandatory criteria, as noted by the government. One of them is the average salary of the reserved employee.
