The Secretary of State noted that U.S. President Donald Trump has made a preliminary decision that the current level of influence and control by the Communist Party of China over the Panama Canal area poses a threat to the canal itself and is a violation of the Treaty on Permanent Neutrality and Operation of the Canal.
"Rubio clearly stated that such a status quo is unacceptable and that in the absence of immediate changes, he will demand that the United States take necessary measures to protect its rights under the Treaty," the State Department reports.
He also emphasized the importance of joint efforts to end the illegal migration crisis in the Western Hemisphere and thanked Mulino for his support of a joint repatriation program, which has reduced illegal migration through the Darién Gap.
The Secretary of State highlighted the commitment to improving the investment climate and ensuring equal conditions for fair competition from U.S. firms. He also praised the regional leadership of President Mulino for supporting a democratic and free Venezuela.
"This meeting is an important step in renewing the strategic relationship between the United States and Panama in line with President Trump's vision," the statement added.
