The Cabinet of Ministers of Ukraine has updated the criteria for reservation and the criteria for determining the critical status of enterprises, as reported by Prime Minister Denys Shmyhal.

"The government is updating the criteria for reservation and the criteria for determining critical status. As promised, an audit of enterprises and organizations with critical status and the right to reserve employees was conducted by November 15. The audit revealed several problematic issues that need to be addressed. First and foremost, the regional and sectoral criteria for the critical status of enterprises will now be coordinated with the Ministry of Defense and the Ministry of Economy," - wrote Shmyhal in his Telegram channel following the government meeting on Friday.

Additionally, for the private sector, the salary criterion and the absence of debts to the budget are now mandatory requirements for reserving employees. Specifically, the accrued average salary at the enterprise and for the reserved employee must be at least 2.5 minimum salaries, which, according to the Prime Minister, will help reduce the risk of abuse, where companies employ individuals for a "shadow" agreement regarding reservation.

"All reservations will be conducted through 'Diia' starting December 1, and there will be a monthly monitoring of enterprises and organizations to ensure compliance with all criteria.

"The new procedure will take effect on December 1. For those who already have deferrals, there will be a transitional period to the new conditions until February 28. By this date, all enterprises must resume the reservation of their employees in accordance with the new conditions, regardless of how and when it occurred," - Shmyhal explained.
