The number of state tax inspections (STI) has been reduced by 78% - from 528 to 117 by 2024, and the total staff of territorial bodies has decreased by 15% or 3.3 thousand positions, as reported by Daniil Getmantsev, the head of the Verkhovna Rada Committee on Finance, Taxation and Customs Policy.
According to him, these changes were made as part of the reform outlined in the National Revenue Strategy until 2030.
“This pertains to the reform of the organizational structure of tax authorities and the alignment of the number of STIs with the regions of the country's administrative-territorial division. Budgetary funds must be used efficiently, hence the transition to providing services in electronic format and the ability to access them through the taxpayer's electronic cabinet and the 'My Tax' app, Die, have led to a reduction in the number of STIs, staff, office spaces, and resources allocated for their maintenance,” Getmantsev explained on Telegram on Thursday.
He noted that overall, due to the redistribution of personnel between the central apparatus and territorial bodies, the reduction of departmental control units and anti-corruption units at the territorial level, and their increase at the central level, the total staff has decreased by 12.5% or 3 thousand positions.
Getmantsev emphasized that this was achieved thanks to the digitalization conducted over the past two years and the introduction of a risk-oriented approach to the management of tax authorities.
As reported, the Cabinet of Ministers approved the National Revenue Strategy for 2024-2030 at a meeting on December 27, 2023. Its adoption is the final structural benchmark of the cooperation program with the IMF, which Ukraine is committed to fulfill by the end of the year.
The strategy includes an internal reform of tax and customs authorities aimed at their digitalization, improvement of tax and customs administration, implementation of a tax risk management system, anti-corruption measures, restoration of taxpayer trust, and further strengthening the integrity of tax and customs authorities, which is critical for the success of the National Strategy.
Additionally, it lays the groundwork for the implementation of tax and customs policy measures.
