The speaker noted that the Ukrainian prosecutor's office has already initiated a preliminary investigation into the crime, and Ukrainian ombudsman Dmytro Lubinets informed the UN and the International Committee of the Red Cross about it.
"As the foreign ministry, we have already shared information regarding this latest atrocity with our partners and key international organizations. [...] This execution grossly violates international humanitarian law, the Geneva Conventions, the laws and customs of warfare, and is yet another testament to the systematic policy of atrocities by Russian occupiers against Ukrainian prisoners of war," stated Tikhyy.
The diplomat emphasized that "even in times of war, there are certain rules," but the practice of killing captives has become systematic on the part of the Russians.
"This reflects the barbaric nature of Russia. I believe this serves as a reminder to the entire world of the kind of beasts we are dealing with in Ukraine. We insist that there must be international reactions to every instance of such executions, responses from foreign leaders, foreign states, as well as from governmental and non-governmental international organizations," the foreign ministry spokesperson said.
According to Tikhyy, "this is yet another reminder of how Russia conducts warfare and that Russia's goal remains unchanged – the destruction of Ukrainians, and they will not stop."
