The labor market in Ukraine is complex; however, the National Bank is working to remain competitive in the market, to be an attractive employer, and to maintain and strengthen the atmosphere of a leading macroeconomic analytical center, stated the head of the NBU, Andriy Pyshny.
"In my view, the National Bank as an institution must always remember that attracting the best talent from the market means gaining additional expertise and enhancing its capabilities. Therefore… we need to be even more aggressive in searching for talents and ideas so that our team continuously receives a flow of new intellect, new thoughts, new understandings of the situation, and certain fresh perspectives," he said in an interview with Interfax-Ukraine.
According to him, he sees openness to this, including among the board members: everyone is interested in strengthening the team.
Pyshny noted that when he joined the NBU as head two years ago, he found a "rather stable team, very substantively expert."
"In certain areas, I saw a need to refresh and strengthen it. Now this composition has formed and will develop… It is a living organism that must perceive what is happening in the market, changes in legislation, new challenges, and constantly improve. As of now, the NBU team, it seems to me, understands both the current state and the prospects very well," added the head of the central bank.
He stated that corporate governance is absolutely an appropriate definition for the National Bank, although it has its own peculiarities. "There is collegiality, discussion, a deep understanding of regulations, procedures, the limits of the Board's authorities, the boundaries of the management's responsibilities, and the value of the team," explained Pyshny.
He believes that an effective governance structure has been established at the National Bank.
"I currently consider it quite optimal: we have redistributed the relevant verticals, formed their teams, but we are always open to enhancement," said the head of the NBU.
In particular, Pyshny added that the structure, expertise, and analytical function of the supervisory vertical "Prudential Supervision" have been strengthened, a risk-oriented approach has been applied, integrated supervision has been implemented, and new individuals have been appointed to lead departments.
He reminded that a separate direction to support sanctions policy was created at the National Bank of Ukraine two years ago.
Speaking about potential future personnel changes, he pointed out that the NBU is one of the key participants in the negotiation process for European integration, and this is also a factor that will largely determine the design, personnel requirements, changes in the organizational structure, and the system of priorities.
