86 delegates of the PACE voted in favor of the document, none voted against, and six delegates abstained.
The resolution is the primary document regarding Ukraine that was adopted during the winter session of 2025, writes ZMI.
The text of the resolution was published on the PACE website on January 28. It calls for "unyielding European commitments and unity in support of Ukraine and a just and lasting peace."
"In particular, reliable peace negotiations can only be conducted from a position of resilience and strong defense capabilities, and a just and lasting peace is only possible if adequate security guarantees are provided to Ukraine. Any peace negotiations must involve Ukraine and respect its right to determine its own future," the document states.
The Assembly notes that the Russian Federation is not only waging war against Ukraine but also carrying out hybrid aggression against other states, as it "interferes in the political processes of Council of Europe member states, which also poses a growing threat to democratic security in Europe."
PACE believes that "a just and lasting peace in Ukraine" is essential for the security of not only Europe but the world.
The resolution also emphasizes that the assembly reaffirms the necessity of ensuring accountability in the context of Russian aggression, particularly through the establishment of a comprehensive compensation mechanism and a special tribunal to hold Russian and Belarusian leaders accountable.
