The decision states that Russian citizens and permanent residents of Russia cannot stay in Azerbaijan without a visa for more than 90 days within a single calendar year.
The decision will take effect on January 1, 2025.
According to the Azerbaijani cabinet's website, this decision was made based on a decree from the country's president, Ilham Aliyev, dated today, December 29.
On December 28, it was announced in Baku that the conditions for visa-free stays for Russians in Azerbaijan would be tightened, as reported by "Deutsche Welle" citing a statement from the Azerbaijani Ministry of Foreign Affairs spokesperson, Aykhan Hajizade.
"The new rules established by the Russian side and the tightening of requirements regarding the duration of stay in the country [for foreign citizens] are primarily regarded in the context of the rights of our citizens," he said.
The Azerbaijani diplomat stated that Baku would act based on "the principles of parity and reciprocity."
"Deutsche Welle" explained that Russia decided to reduce the maximum visa-free stay for foreigners to 90 days per year starting January 1, 2025, while previously they could remain in Russia without a visa for no more than 90 consecutive days and up to 180 days total in a year.
"Russian citizens can stay in Azerbaijan without a visa for up to 90 consecutive days, after which they have the option to make a visa run: exit the country for any period, re-enter, and remain for another 90 days. Thus, currently, Russians can effectively stay in the country for as long as they wish," emphasized the German journalists.
