The issue of fraud in the public sector concerning localized products remains critical, according to the member of parliament.

Monitoring of public tenders held in November revealed five purchases of Chinese and Turkish equipment that were falsely classified as Ukrainian-made, according to Dmitry Kisilevsky, deputy head of the parliamentary committee on economic development. This information comes from a public procurement analysis conducted by the CMD Ukraine analytical center.

Monitoring of public tenders that took place in November uncovered five procurements of Chinese and Turkish equipment, which was falsely documented as allegedly Ukrainian-made, reported Deputy Head of the Parliamentary Committee on Economic Development Dmitry Kisilevsky, citing monitoring of public procurements by the analytical center CMD Ukraine.

"What to do about fraud in the registry has been clear for a long time — exclude the fraudsters. This can be facilitated by enhancing the powers of the Ministry of Economy's commission, which identifies these violations, and ensuring that the State Audit Office and the Antimonopoly Committee (AMCU) promptly respond to violations and impose strict penalties on offenders," - he wrote on Facebook.

According to him, relevant changes to the legislation are in progress.

"But even now, the existing commission that reviews complaints about the operation of 'Prozorro' can easily exclude Chinese and Turkish goods listed by fraudsters," - the MP believes.

He emphasized that in November, municipal enterprises of the city councils of Zaporizhia and Novohrodivka (Donetsk region) already included Chinese and Turkish brand names in the title of their public procurement on Prozorro, which were ultimately purchased "with taxpayers' money."

"This indicates not only a cynical violation of localization legislation but also the need for an investigation into signs of corruption," - Kisilevsky believes.

According to the monitoring data, KP "Kommuntekh" (Novohrodivka) topped the list of the most egregious violations in public tenders for November with the procurement of a Chinese ANKAI bus worth 6.3 million UAH.

Additionally, the top five included the Vyshhorod City Council of Kyiv region, which procured a Turkish backhoe loader for 5.15 million UAH, KP "Titan" of Zaporizhia City Council with the purchase of a Chinese tractor for 2.04 million UAH, as well as the education departments of the Rava-Ruska City Council and Volodarsky Settlement Council of Kyiv region, which procured Turkish diesel generators for 0.4 million UAH and 0.35 million UAH, respectively.

According to monitoring data from CMD Ukraine cited by the MP, in November, information about 807 procurements of engineering products worth 7.5 billion UAH was published in "Prozorro," which are subject to localization requirements, with violations identified in 228 tenders (28.3%).

Localization legislation in 2024 requires that public procurements of engineering products contain at least 20% of components produced in Ukraine. Additionally, new rules for maintaining the Register of Localized Goods have been in effect since July 2.
