The issue of fraud in the public sector concerning localized goods remains pressing, according to the member of parliament.

Monitoring of public tenders that took place in November revealed five procurements of Chinese and Turkish equipment, which was misrepresented in documents as being of supposed Ukrainian origin. This information was shared by Dmitry Kisylevsky, the deputy head of the parliamentary committee on economic development, citing an analysis conducted by the CMD Ukraine research center.

Monitoring of public tenders that took place in November revealed five procurements of Chinese and Turkish equipment, which was falsely documented as supposedly Ukrainian-made, reported Dmitry Kisilevskiy, deputy head of the parliamentary committee on economic development, citing a public procurement monitoring analysis by the CMD Ukraine analytical center.

"What to do about fraud in the registry has been clear for a long time - exclude the fraudsters. This can be facilitated by strengthening the powers of the Ministry of Economy's commission that identifies these violations, and by requiring the State Audit Office and the Antimonopoly Committee (AMCU) to respond promptly to violations and impose strict sanctions on offenders," - wrote him on Facebook.

According to him, relevant changes to the legislation are in progress.

"But even now, the existing commission that reviews complaints about the operation of 'Prozorro' can easily exclude Chinese and Turkish goods that were submitted by fraudsters," the MP believes.

He emphasized that in November, in particular, municipal enterprises of the city councils of Zaporizhzhia and Novohrodivka (Donetsk region) already indicated the Chinese and Turkish brand of equipment in the title of the public procurement on Prozorro, which they ultimately acquired "at the expense of taxpayers."

"This indicates not only a cynical violation of localization legislation but also the need for a corruption check," Kisilevskiy stated.

According to the monitoring data, KP "Kommuntekh" (Novohrodivka) topped the list of the most egregious violations of public tenders in November with the procurement of a Chinese ANKAI bus for 6.3 million UAH.

Additionally, the list included the Vyshhorod City Council of Kyiv region, which purchased a Turkish backhoe loader for 5.15 million UAH, KP "Titan" of Zaporizhzhia City Council with the purchase of a Chinese tractor for 2.04 million UAH, as well as the education departments of the Rava-Ruska City Council and the Volodar settlement council of Kyiv region, which procured Turkish diesel generators for 0.4 million UAH and 0.35 million UAH, respectively.

According to monitoring by CMD Ukraine, as cited by the MP, in November, information about 807 procurements of machinery goods totaling 7.5 billion UAH was published on "Prozorro," of which 228 tenders (28.3%) were found to violate localization requirements.

Localization legislation in 2024 requires that at least 20% of the components in public procurements of machinery products be produced in Ukraine. Additionally, new rules for maintaining the Register of Localized Goods have been in effect since July 2.
