The prosecutor's office has charged the former head of the Kyiv Metro over flooding in the tunnels.

The Podil District Prosecutor's Office has announced that the former head of the Kyiv Metro has been suspected of negligence in connection with the flooding of tunnels between the "Demievska" and "Lybidska" stations. This information was shared on November 12 by the Kyiv City Prosecutor's Office on Facebook.

According to the investigation, the "improper performance of official duties" by the former head of the municipal enterprise "led to the depressurization of the tunnel, the presence of cracks in the tunnel walls, and its subsequent flooding in the section of the Kyiv metro along the Obolon-Teremkivska line."

As a result, on December 8, 2023, the authorities of Kyiv decided to suspend metro train operations on the segment between the "Lybidska" and "Demiivska" stations, as reminded by the capital's prosecutor's office.

It was noted that during the pre-trial investigation, law enforcement conducted a series of expert examinations – fire-technical, metals, substances and alloys, comprehensive computer-technical, forensic engineering-technical, and commission-based construction-technical and economic evaluations.

"It has been established that the operation of the metro tunnel between the 'Demiivska' and 'Lybidska' stations is inadequate and does not comply with construction norms and regulations. As a result of the negligence of the former head of the KP 'Kyiv Metro,' the city budget suffered damage exceeding 138.5 million UAH from December 2023 to March 2024. The KP 'Kyiv Metro' lost nearly 26 million UAH in revenue due to the closure of the metro stations," the statement said.

The Kyiv City Prosecutor's Office noted that the notice of suspicion was sent to the official addresses of registration and residence of the former head of the KP 'Kyiv Metro,' as he "failed to appear for previously sent summonses."

"Measures are being taken to establish his whereabouts," the statement said.

The prosecutor's office reminded that in July, suspicions were raised against the head of the track service, tunnel structures, and the chief engineer of the KP 'Kyiv Metro.'

The statement does not mention the name of the former head of the KP 'Kyiv Metro,' but until mid-March, this position was held by Viktor Braginsky, and after his dismissal, his responsibilities were temporarily taken over by the chief engineer of the municipal enterprise, Viktor Vygovsky.
