Putin stated that Russia "will not allow" Ukraine to develop nuclear weapons. In response, Zelensky emphasized that Ukraine has no intention of doing so.

On October 18, the illegitimate Russian president Vladimir Putin declared that the aggressor nation, Russia, "will not allow" Ukraine to develop nuclear weapons. The video was shared by "Radio Mayak" on Telegram.
Путин заявил, что Россия "не позволит" Украине разработать ядерное оружие. Зеленский ответил, что Украина и не планировала этого делать.

Media reports have suggested that Ukraine is allegedly seriously considering the restoration of nuclear weapons, and it could take several weeks to produce a bomb. The Ukrainian Foreign Ministry later denied these "insinuations from unnamed sources".

According to Putin, "creating nuclear weapons in today's world is not difficult," and overall, "there are no major complexities involved."

"I can say right away, Russia will not allow this under any circumstances," he warned. "Any move in this direction will meet with a corresponding response."

Ukraine "never intended to create a threat to peace" and "no nuclear weapons," stated Ukrainian President Volodymyr Zelensky in an interview with Ukrainian media that aired on October 18 on the YouTube channel "Mi – Ukraine".

"I want us to understand that this was a leak of information from certain media platforms," the president emphasized. "I want us to be understood correctly. I believe that Ukraine should be in NATO, and the argument that during the Budapest Memorandum we gave up nuclear weapons and were guaranteed the security and territorial integrity of Ukraine... We are stating that if Ukraine had not given up its nuclear weapons, it would have been exactly that umbrella that other nuclear states have."

Zelensky added that Ukraine is a peaceful state, and currently, NATO is better than any type of weapon, especially nuclear.

"We received this document [the Budapest Memorandum], and it was violated. And those countries that did not violate it and are the guarantors and signatories of the Budapest Memorandum did not stop Russia," the president noted.

He pointed out that Russia violated the terms of the Budapest Memorandum back in 2014 when it occupied part of Ukrainian territories.

"Today, if you look at all the countries in the world where there are no wars, they are either NATO countries or countries with corresponding, strong, dangerous weapons. And Ukraine has received neither," the head of state summarized.
