Svitan was born in 1964 in Makeyevka, Donetsk region. He was a fighter pilot instructor.
In 2014, he served as an advisor to the head of the Donetsk Regional State Administration, Sergey Taruta.
In 2014, he ran for the Verkhovna Rada as an independent candidate but was not elected.
Since the onset of Russia's full-scale invasion of Ukraine, he has been commenting on frontline events for Ukrainian and foreign media.
