Umerov chose not to renew the contract with the head of the Defense Procurement Agency and decided to dismiss his deputy.

On January 24, Ukraine's Defense Minister Rustem Umerov announced on Facebook that the contract with Marina Bezrukova, who led the Defense Procurement Agency, will not be renewed.
Умеров не стал продлевать контракт с руководителем Агентства оборонных закупок и принял решение уволить своего заместителя.

"This is the first and last post on the topic of arms procurement," wrote Umerov. "The only criterion that the Ministry of Defense sets for the Defense Procurement Agency is to timely and fully supply the front with all necessary weaponry. Unfortunately, over the past six months, instead of providing the army with ammunition in a timely manner, we have witnessed political games, contract 'leaks', information 'drips' (law enforcement will definitely check these facts), PR of inaction, and the failure to meet the KPIs set for the subordinate enterprise of the Ministry of Defense."

According to the minister, arms purchases, which should be finalized during the state of war and full-scale conflict with Russia, "for some reason have turned into Amazon," where "every internet user can see in real time who is buying what, in what volumes, and from which manufacturers."

Moreover, the "scale of these purchases, which would at least be proportional to the media PR," has "not been felt on the front," Umerov emphasized.

"Therefore, I have decided to dismiss everyone who has failed in this task. I am submitting a proposal to the Cabinet for the dismissal of my deputy – Dmitry Klimenkov. The contract with Marina Bezrukova will not be extended by the Ministry of Defense," noted the minister.

Additionally, the Ministry of Defense is recalling two state representatives from the Supervisory Board, Umerov added.

"This will set a precedent in the history of state corporate governance, where two independent representatives of the Supervisory Board supported the position of the state, while the state-appointed representative ignored the recommendations of the governing body," Umerov pointed out.

He announced that the restart of the Supervisory Board will take place soon.

"The director of the State-Owned Enterprise will be appointed as [the general director of the State Logistics Operator] Arsen Zhumadilov. This year, the State-Owned Enterprise and the State Logistics Operator had the same conditions. One agency completed the work, while the other only created media noise. There has been much talk about the procurement of arms for the army, but the results are unsatisfactory. We are changing the system so that the results are felt on the front, not just in the news," Umerov concluded.
