His comment was a response to the words of Alexander Grushko, the Deputy Foreign Minister of the Russian Federation, who stated that Ukraine's refusal to join NATO is "one of the key elements" for ending the war. He described the decision made at the NATO Bucharest summit in 2008 to solidify the Alliance's intention to accept Ukraine and Georgia as "catastrophic for European security."

He emphasized that the architecture of European security is fundamentally based on protection against Russia.
