In the suburbs of Odessa, the head of the public formation for maintaining public order, "Department for Assisting Law Enforcement Agencies," businessman Gennady Beibutyan, was shot dead. Activists point out that the organization is involved in "earning" through the issuance of formation IDs, which allows individuals to avoid mobilization.
According to the regional department of the National Police, the deceased was found with gunshot wounds on the evening of October 18 on the roadside in the outskirts of Odessa.
A forensic investigative team and a police criminalistics laboratory were working at the scene.
Information about the incident has been entered into the Unified Register of Pre-trial Investigations under Part 1 of Article 115 (intentional murder) of the Criminal Code of Ukraine.
Witnesses on Telegram report that the body with a gunshot wound to the head and torso was found between Krasny Khutor and the settlement of Tairovo, next to a 50-year-old man’s "Tesla," with its doors open. Documents in the name of Gennady Beibutyan were found in the vehicle. He is said to be the owner of a car sales and service business and the chairman of the "Laguna" dacha cooperative.
At the same time, Odessa activist Demyan Hanul writes on Telegram that Beibutyan is also the chairman of the public formation for maintaining public order "Department for Assisting Law Enforcement Agencies."
"This is the very formation that patrols the city together with the police during the curfew... I remind you that there is a colossal scheme for making money, involving serious police officers from Odessa, selling IDs of the formation participants, which provides exemption from mobilization," Hanul claims.
He also addressed Ivan Zhuk, the head of the Main Directorate of the National Police in the Odessa region, regarding Beibutyan's murder.
"Ivan Zhuk, how are you doing over there? If those who 'work' with your subordinates are being killed, it's a bad sign for the safety of people overall," Hanul notes.
According to open sources, the mentioned public formation is involved in a criminal case. In particular, one of the resolutions of the Kyiv District Court of Odessa states that in February 2024, the police received a report from a man. He stated that a group of officials from the LLC "Your Favorites," where the applicant worked, and the public formation "Department for Assisting Law Enforcement Agencies," demanded $1,800 from him. Specifically, for issuing an ID in his name for the mentioned public formation, which he needed to carry out his professional activities, including during the curfew. During searches of individuals likely involved in the incident, hundreds of IDs were seized.
The main activity of LLC "Your Favorites" is wholesale trade in meat and meat products, while the applicant performed repair, installation, dismantling, and maintenance work on commercial equipment and premises.
Another Incident
Earlier, UNIAN reported that a local resident was detained in Kyiv region, suspected of shooting a foreigner in Odessa - the crime occurred on September 6 on Dmitry Donskoy Street in Odessa.
The suspect was identified and located in Brovary, where he fled immediately after committing the crime. It has been established that the 39-year-old resident of the city fired several shots at a 40-year-old citizen of another country while in Odessa. After injuring the man, the perpetrator fled, and passersby called an ambulance and the police. The victim was hospitalized with bodily injuries, including gunshot wounds to the shoulder, lower back, and back.
