"The individual who was hastily branded as dependent and indecisive managed, within the first few weeks of his appointment, to cleanse the tax service of representatives from the 'Monaco group,'" he noted.
The expert compared the tax revenues for this month with those from the previous year.
"The state budget received more funds already in the first month of the new head of the State Tax Service, Kravchenko. Consider it an immediate increase of +9.8 billion UAH. To understand these figures, one must compare them with the performance plan for 2024. The 'professional' predecessors under the supervision of [people's deputy, head of the tax committee of the Verkhovna Rada] Daniil Getmantsev barely reached 101% for the year," wrote Posternak.
According to him, the increase in tax revenues cannot be attributed to a sudden economic boom during this period or a mass exit of businesses from the shadows. In his view, the reason lies in the actions of the new head of the State Tax Service.
"Kravchenko headed the Kyiv region and was previously a prosecutor. This is not about being a 'clerk,' but about working in tough conditions: before 2014 in Crimea, after 2014 in the ATO zone, and in 2022 as the prosecutor of Bucha. Additionally, he personally served as the prosecutor against [fugitive ex-president Viktor] Yanukovych in court on charges of treason," the expert added.
He emphasized that Ukraine's tax system is currently in crisis, which is why appointing someone from outside the 'tax clan system' was a wise decision.
"Now we have proof: the budget can be filled better, and the tax service is not under the control of influential groups. The issue was not with businesses or the complexities of administration, but with the individuals occupying key positions," stated the political scientist.
