In October, Ukraine's military procurement from the state budget rose to UAH 67.6 billion, while military payments increased to UAH 86 billion, according to the Ministry of Finance.

In October, expenditures from the general fund of the state budget allocated for supporting the Armed Forces of Ukraine through the purchase of military equipment, weapons, ammunition, defense-related products, and personal protective gear rose to 67.6 billion UAH, accounting for 21.6% of total expenses, up from 41 billion UAH, or 16.4%, in September.

Expenditures from the general fund of the state budget for supporting the Armed Forces of Ukraine through the procurement of military equipment, armaments, ammunition, defense products, and personal protective equipment increased in October to 67.6 billion UAH (21.6% of total expenditures) from 41 billion UAH (16.4%) in September.

According to the Ministry of Finance of Ukraine, referencing data from the State Treasury, cash expenditures for the monetary maintenance of military personnel rose in October to 86 billion UAH from 83.7 billion UAH, accounting for 27.5% of total expenditures compared to 33.6% the previous month.

Total labor costs, including contributions, increased in October to 113.2 billion UAH, or 36.1% of all expenditures, while in August it was 111.2 billion UAH, or 44.6%.

Overall, expenditures from the general fund of the state budget last month grew to 313.2 billion UAH from 249.4 billion UAH in September and 286.2 billion UAH in August.

According to the Ministry of Finance, funding for social support in the tenth month of this year rebounded to 54.2 billion UAH (17.3%) after dropping to 35.2 billion UAH (14.1%) in September. This included a transfer of 21.7 billion UAH to the Pension Fund (22.2 billion UAH in September).

Of the remaining expenditures, 3.9% went to the National Health Service of Ukraine for implementing the state guarantees program for medical services – 12.1 billion UAH (12.3 billion UAH in September), while another 5.2%, or 16.2 billion UAH, was allocated for transfers to local budgets (15.5 billion UAH in September).

Debt servicing in October increased to 26.1 billion UAH from 13.4 billion UAH in September.

Expenditures for the Entrepreneurship Fund halved last month to 1 billion UAH.

As reported, in October 2024, revenues to the general fund of the state budget rose to 129.0 billion UAH from 122.9 billion UAH the previous month.

Overall, the revenues of the state budget of Ukraine for the first ten months of 2024 reached 2 trillion 347.5 billion UAH, including 1 trillion 671.0 billion UAH from the general fund, while cash expenditures amounted to 3 trillion 348.3 billion UAH and 2 trillion 656.7 billion UAH, respectively.

According to operational data from the Ministry of Finance, compared to the first ten months of last year, expenditures increased by 7.5%, or 234.4 billion UAH, while revenues grew by 6.4%, or 141.5 billion UAH. For the general fund, expenditure growth was 13.2%, or 310.7 billion UAH, while revenue growth was 18.2%, or 256.7 billion UAH.

In the past year, for the first ten months, the general fund received 404.9 billion UAH in international grant assistance, whereas this year it totaled only 269.2 billion UAH.

The Ministry of Finance specified that expenditures for salary payments from January to October of this year exceeded last year's figures for the same period by 5.9%, for social support by 9.9%, for subsidies and transfers to enterprises by 10%, for debt servicing by 29.9%, and for transfers to local budgets by 17%.

In mid-September, the Verkhovna Rada increased the revenues of the state budget for 2024 by 143.0 billion UAH to 1 trillion 911.5 billion UAH (excluding grants), expenditures by 427.6 billion UAH to 3 trillion 736.6 billion UAH, and the maximum deficit by 274.6 billion UAH to 1 trillion 846.1 billion UAH.

For the general fund, the revenue growth for the state budget of 2024 amounted to 154.2 billion UAH, reaching 1 trillion 750.8 billion UAH (excluding grants), while expenditures grew by 438.8 billion UAH to 3 trillion 547.0 billion UAH, and the maximum deficit increased by 274.6 billion UAH to 1 trillion 783.7 billion UAH.

Revenues for the state budget of 2023 totaled 2.67 trillion UAH, including grant assistance of 0.43 trillion UAH. Cash expenditures of the state budget for the past year exceeded 4 trillion UAH, while the deficit amounted to 1.33 trillion UAH at an average annual exchange rate of about 36.6 UAH/$1.
