Zelensky on the NSDC meeting regarding the MSEC: The reports from the Ministers of Health and Social Policy were quite unconvincing.

The Medical and Social Expert Commissions (MSEC), whose activities were discussed on October 22 during a meeting of Ukraine's National Security and Defense Council (NSDC), were found to have issued fraudulent disability certificates not only to prosecutors. This was stated by Ukrainian President Volodymyr Zelensky in a statement following the day's discussions, which was published by his press service.

"I held a meeting of the National Security and Defense Council regarding numerous violations by the Medical-Social Expert Commission (MSEC) and fraudulent disability claims among officials. This involves not only prosecutors, by the way. There are hundreds of evidently unjustified disabilities among customs officials, tax service employees, those in the Pension Fund system, and local administrations. This needs to be investigated thoroughly and swiftly. The MSEC system should be dismantled," said Zelensky.

In his view, "to achieve real and systemic changes, a complete digitization of all stages involved in establishing disability status is necessary."

"The issue is not just that officials are obtaining disability status through connections. It is also that individuals who have genuine disabilities, including those incurred in combat, often struggle to receive the appropriate status and fair compensation. The government has little time to rectify this. There must be personal accountability and staffing decisions in response to this situation within central government bodies – in the oversight vertical for MSEC," the president believes.

He noted that he heard reports from the heads of several departments during the council meeting.

"There was a report at the [meeting] of the National Security and Defense Council from the head of the Security Service of Ukraine [Vasyl] Malyuk and the Minister of Internal Affairs [Ihor] Klymenko regarding the inspections and investigations that are already underway. Unfortunately, the reports from the Minister of Health of Ukraine [Viktor Liashko] and the Minister of Social Policy of Ukraine [Oksana Zholnovich] were very unconvincing. We need to take a closer look at all levels of local government," Zelensky stated.

He also mentioned that following the discussion regarding the situation in the prosecutor's office, the Attorney General Andriy Kostin submitted his resignation.
