Zelensky has signed a law exempting relatives of deceased and missing soldiers from mobilization.

On December 31, Ukrainian President Volodymyr Zelensky signed amendments to the law on "Mobilization Preparation and Mobilization," which clarify the grounds for exemption from military service for the relatives of fallen or missing Ukrainian defenders. The Verkhovna Rada adopted a law on November 20, with a total of 304 members of parliament supporting it – this is referred to as a constitutional majority.

According to the new amendments to the law "On Mobilization Preparation and Mobilization," "the conscription for military service during mobilization in a special period does not apply to [...] women and men whose close relatives (husband, wife, son, daughter, father, mother, or full-blooded or half-blooded brother or sister) have died or gone missing (recognized as missing under special circumstances or missing without a trace) while carrying out measures to ensure national security and defense, repel and deter armed aggression by the Russian Federation in the Donetsk and Luhansk regions, as well as during the enforcement of national security and defense, repel and deter armed aggression against Ukraine during the state of martial law."

The law was also supplemented with provisions stating that "individuals for whom [...] the fact of deprivation of personal freedom as a result of armed aggression against Ukraine has been established" can be conscripted for military service with their consent.

In August, the Rada made a decision that allowed those whose half-brother or sister had died to receive a deferment from service.
