The National Anti-Corruption Bureau (NABU) has revealed details about the operation "Clean City," which, according to media reports, involves former city council deputy and businessman Denis Komarnytskyi.

As reported by NABU, a criminal organization led by a well-known former deputy of the Kyiv City Council is behind the scheme. Recordings of conversations among the suspects have now been published.

"Its members utilized the so-called 'toilet scheme,' which involved identifying attractive land plots and registering ownership rights to structures controlled by accomplices, many of which never existed on these plots. This allowed them to acquire priority ownership rights to the land beneath these phantom structures," NABU noted.

They added that between 2023 and 2024, the group seized land plots valued at over 11 million hryvnias and attempted to appropriate another six plots worth 83 million hryvnias.

"During the 'Clean City' operation, more than 90 searches were conducted. A significant amount of documents and digital data were discovered and seized. In particular, cash utilized by the criminal organization was found and confiscated," NABU reported.

It was noted that the leader of the criminal organization is currently wanted. Active investigative actions are underway to determine his whereabouts.

Meanwhile, activist Yulia Nikitina points out that the recordings of the "Clean City" participants include the deputy from "UDAR" and chair of the land commission Mykhailo Terentyev, "BYuT" deputy Olena Marchenko, and the deputy mayor of Kyiv under Vitali Klitschko, Petr Olenych.

Operation "Clean City": what is known

On February 6, media reported that NABU conducted searches at the premises of Kyiv businessman and former deputy Denis Komarnytskyi. It was also revealed that this was part of the "Clean City" operation aimed at exposing a criminal organization involved in land corruption within the Kyiv City Council.

Subsequently, Komarnytskyi was declared wanted based on a NABU detective's order. It was noted that he and nine other members of the criminal organization were exposed. Measures were taken to prevent Komarnytskyi from leaving the country.
