An assassination attempt was prepared against the first deputy minister of health, which was intended as "retribution" for the death of a woman in the hospital where he was on duty that day.
This was reported by the SBU and the capital’s prosecutor's office. They did not disclose the official's name, but currently, there is only one first deputy minister in the Ministry of Health - Sergey Dubrov. The special service indicated that two accomplices were detained who planned to eliminate the official in the near future.
"According to the case materials, the perpetrators turned out to be two residents of the Kyiv region. They had been monitoring the first deputy minister for several months, studying his daily routine and movement routes. To carry out the assassination with a firearm, they spent a long time practicing shooting skills at a shooting range," the SBU noted.
The suspects, a man and a woman, were looking for a weapon seller on the black market, but they were apprehended by SBU and National Police officers under Article 208 of the Criminal Procedure Code at the moment of handing over money for the pistol.
Currently, the suspects have been informed of their charges under Part 1 of Article 14 and Part 1 of Article 115 of the Criminal Code ("preparation for a criminal offense"; "intentional murder").
As reported by the Kyiv City Prosecutor's Office, according to the investigation, in October 2024, a woman died in one of the capital's hospitals from severe injuries sustained in a traffic accident. "The first deputy minister, who is an anesthesiologist, was on duty at the medical facility that day. Despite the serious injuries resulting from the accident, the woman’s friends believed that the doctor was to blame for her death, which is why they decided to kill him," the statement said.
It was also noted that the suspects had been following him, renting cars and an apartment in the residential complex where the specialist lives.
"During searches at the suspects' homes, weapons, ammunition, an object resembling a grenade, and psychotropic substances were seized. The seized items have been sent for examination, and after receiving the conclusions, the question of additional qualification of the suspects' actions will be decided," the prosecutor's office detailed.

In August 2023, an attack occurred against the deputy head of the State Tax Service, Yevgeny Sokur, in Kyiv.
According to the acting head of the National Police, Ivan Vygovsky, law enforcement officers detained two men who were preparing to assault the tax service official.
The police managed to prevent the attack at the moment the suspects, armed with prepared bats, were heading towards the entrance from which the victim was supposed to exit.
